Legacify notifications post-filtering implementations

We have voted in https://forum.xwiki.org/t/officially-deprecate-notification-post-filtering-mechanism/10083 that the post-filtering mechanisms of notification should be removed as part of 15.x cycle since it's now deprecating and we're not supporting or testing it anymore.
