Context translation document locale is wrong when editing a new translation

The translation context document does not contain the proper information when editing a new translation that does not exist yet: e.g. $tdoc.locale returns an empty value while it should contain the locale of the translation. For the same reason $tdoc.isTranslation() will return false in such case which can be a problem.
