tool packager plugin ouputs lots of errors related to missing URLConfiguration component

Right now executing the packager plugin leads to big stack trace for every imported page, related to a missing URLConfiguration component with hint default.
This error is related to the fact that any page import triggers a Solr index which relies on InternalSkinManager for extracting metadata (through displayers) and InternalSkinManager injects URLConfiguration.
