The global changes of supported language from pt_BZ to pt also changes the local of the page

If you check the solr-scheme for 14.10.3, you'll see that pt is the supported language of the Solr engine. However, if you will remove the pt_BZ as supported language as it was done in the previous case XWIKI-20619 and select pt and save it. You'll get this result.

Steps to reproduce

1. Unselect Portuguese Brazilian as the supported language
2. Select simply Portuguese and save these changes
3. Refresh the page that has pt_BZ locale language and observe.

Actual result
The locale of every page will be updated from pt_BZ to pt.

Expected result
The locale pt_BZ will be present, and the user will need to use script or manually change locale for each page.
