Description
When upgrading, the Distribution Wizard pops up as if it was a new installation. It should limit the steps shown to those that are needed (that will be executed), otherwise the user might (I did) think there was a significant likelihood they'd lost everything and would start from scratch.
For example, the 'Create an admin user' step could be greyed out, or marked with a checkmark or the word 'Done', or similar.
