Refactoring jobs are not executed when using short URLs

Steps to reproduce

• Configure short URLs as described at https://www.xwiki.org/xwiki/bin/view/Documentation/AdminGuide/ShortURLs/
• Launch a delete job on a page containing children, with the children checkbox activated

Actual result

• The UI displays "Starting job of type [refactoring/delete] with identifier [refactoring/delete/1679670283443-738]" but gets stalled on this step and does not progress.
• The network tab of the browser shows a 404 on this GET URL:

  https://hostname/job/wiki/xwiki/question/refactoring/delete/1679670283443-738

• The page is not deleted.

Expected result

There is no 404 error and the page gets deleted successfully.
