Delete All button doesn't delete pages of paid apps from recycle bin

STEP TO REPRODUCE

1. Enable advanced user and hidden page
2. Navigate into Deleted Pages (it's empty)
3. Open a new tab and navigate into the extension manager
4. Install any paid app with a version lower than latest
5. Uninstall it
6. Switch into tab with open Deleted Pages window. Most of the pages will have "Delete" and 'Restore" options (delete any page to see that it was permanently removed from the bin)
7. Install same paid app but the latest version
8. Again observe Deleted Pages window, the will be new action button "Replace"
9. Press "Delete All"{}

ACTUAL RESULT
The pages of paid app won't be deleted.

EXPECTED RESULT

All pages are permanently removed from the bin.

In addition, the 'Restore" button also doesn't work. It doesn't happen with non-paid extensions those pages can be deleted.
