Default search scope should match the user subwiki setting on page administration : rights pages

On page administration : rights pages, "scope" filter search  is set to "local" by default. When using "Only global users are available in the wiki", this does not make much sense as users are not supposed to be local.

I believe the the default scope search filter should match what is selected in the "Select what kind of users can access the wiki" option.
