Indicate in the UI that notifications are always received in case of targetable events even if location is not watched

    Description

      There are some Applications like Mentions or Change Request that have targetable events for which users still receive notifications even if they have Watch toggles set to OFF.

      Since all Applications with targetable events behave different than the rest (unlike ex. Pages or Likes), it should be indicated in the UI to inform the users about this (maybe through a small text).
