Add a user validation option for the user picker

Right now it's possible to manually enter a user's reference when using the user picker, even when the user doesn't exist. There are plenty of use cases (I'd say it's the large majority) when the user is supposed to exist. Thus I'm proposing to not only add an optional validation feature but also make it the default.
