Creation date doesn't take into account user timezone

Reproduction steps:

• Create a new page on a fresh wiki with Admin user
• Register a new user and set a different timezone than the current one
• Access the created page and check the dates of edition and creation

Expected result:

• Both last edition and creation show the same hour with the same offset

Obtained result:

• The creation date is displayed using the TZ defined by Admin user
