Allow admins to reset user passwords in batch

Right now admins are only able to reset passwords per user, one by one. It would be a useful security feature to allow them to reset all passwords of their users, with a template allowing to specify a reason why the passwords were reset.
Also it should be possible for the admins to filter the users for whom to reset the passwords (maybe with a custom query, or a with a filtering livedata).
