Allow to configure whether realtime collaboration should be enabled by default when editing a page

Currently, we present a checkbox when editing a page collaboratively "Allow-relatime collaboration".

This checkbox is checked by default, however as we could still have a couple glitches with realtime collaboration, we could allow administrators to define whether this checkbox should be enabled or disabled by default. This would allow users to edit pages normally, and then eventually enable realtime collaboration if need be.
