Display "New Security Vulnerabilities" notification toggles only for Admin users

    Description

      At the moment, "New Security Vulnerabilities" notifications toggle from Applications Section (from Notifications Settings) is displayed for all users, regular and Admins.

      In my opinion, it should be displayed only for Admin users since regular users can't take an action about it if they receive a notification for a certain vulnerability.
