Translation keys are displayed instead of translations when the "German (Germany)" locale is set.

Steps to reproduce:

• Switch to the "German (Germany)" locale in the global administration. (and not just "German")
• Edit a page using the WYSIWYG editor.
• Open the macros or the Quick Actions drop-down.

Expected result: Entries are in German or in English.
Actual result: Entries are not translated and display the translation key instead. See attached screenshot.
