Pages with & in the title cannot be exported to PDF via headless Chrome

Pages with & in the title cannot be exported to PDF via headless Chrome.

Title such as A&B when export will redirect to DocumentDoesNotExist.

This issue affects only new server-side PDF Export

Steps to reproduce

1. Create a new page with title A&B
2. PDF Export config new server-side
3. Export this page to PDF

Expected results

Export this page to PDF same as client-side

Actual results

DocumentDoesNotExist{}
