Preview layout is broken

Note: 15.9 is the version where I found the issue, but must be refined

Reproduction steps

• Create a page
• click on preview

Expected

The button group is the same width as the previewed content.

Actual

The button group has a smaller width the the previewed content
The hr element is separated from the rest, on a grey background
