Add a "don't start automatically" feature for the Tour, while keeping the tour active, visible on demand

The request is to not to nave the tour start automatically, while keeping the tour active and available on demand, either through the "Show tour" button on through a way described on the documentation page: https://extensions.xwiki.org/xwiki/bin/view/Extension/Tour%20Application#HForcethedisplayofatour .

The current option to not have the tour start automatically is to go the Homepage tour page, "...bin/view/Tour/HomepageTour/", and choose "No" for the Active field. 

 However, once you set the Active field to "No", some of the functionalities would become inactive as well, such as : "Show tour" button that would be visible when the Tour is active on the mentioned page or for the mentioned user. 

The special URL ending, "?startTour=true", doesn't work because this would also work only when the tour is set with "Yes" in the Active field.
