Allow inactive users to see specific pages

Currently an inactive user can only get one page (from the userinactive.vm file).

It is desired to allow inactive users to see specific pages, and currently an #includeInContext('space.name') from a .vm file does not work well (adds

around the code which is not interpreted but instead becomes visible in the browser), so a method of allowing specific pages to be seen by the user is desired (to guide them on how to re-activate).
