A new user should be added to the configured groups whatever way it was created

So added to XWikiAllGroup by default.

Right now, this only happen if one uses the XWiki#createUser API, but it would make much more sense to move that in a listener in charge of adding any new user to XWikiAllGroup (like the cleanup of users from groups and rights is done by a listener).
