Replace CSS parser 2.1 with a CSS 3 one

    Description

      Presently, XWiki uses CSS Parser 2.1 while the latest CSS syntax 3 exists. That's why XWiki shall use CSS Parse 3.0

      Old com.steadystate.css.parser.SACParserCSS2.1 with relevant  com.steadystate.css.parser.SACParserCSS3
