Make BlockSupplierProvider a public API in the required rights api

The interface BlockSupplierProvider is currently an internal class but it is very cumbersome to implement a required rights analyzer in a contrib extension without it as it provides useful ways to display messages and contents of objects or macros. It should thus be moved out of the internal package and provided as a proper API.
