Some technical pages are created as Custom Notifications filters for Admin on instances created with Distribution Wizard

Steps to reproduce

1. Create an instance of XWiki 16.3.0 with Distribution Wizard (I tested both on Tomcat 9.0.89 and with our Jetty Standalone Packaging)
2. Create a subwiki
3. Create an user on that subwiki
4. Add and then remove a global user from Main Wiki
5. Go to Admin's Notifications Settings
6. Observe the Custom filters list

Expected results

Since the Main Wiki and subwiki are not watched by Admin (all Watch Notifications toggles are OFF), only some custom filters are created at this point on Admin's profile: e.g. pages of the users created (on Main and on subwiki).

Actual results

Beside filters related to created user pages, there are also some custom filters related to some technical pages, like:

• related to Main Wiki: SearchConfig (reproduced only on Tomcat it seems)
• related to subwiki: XWikiServerSubwiki (reproduced only on Jetty), WikiManager/ WikiUserConfiguration, XWikiAllGroup, SearchConfig (reproduced both on Tomcat and Jetty)

These pages were not created as custom filters on previous XWiki versions (tested on XWiki 15.10.8 and 16.2.0).
