Underlining of links only working when panel columns left and right are both active

    • New installed 16.4 XJetty installation, but the whole Wiki got imported from a older 16.2 XWiki Server, as far as I know that import did not contain older style stuff.

    Description

      For some reason the underlining of links that was introduced with 16.3 only works when both left and right panels are active.

      If on some spaces no panel columns or only left or only right is selected, links won't be underlined as they should be.
