doc#getLastChanges() does not work with the new versioning scheme

Since switching to the Major.minor versioning scheme, instead of 1.Version, the api.doc.getLastChanges and doc.getLastChanges(context) work only in some cases, as the previous version was computed as 1.(Version - 1).
