Sporadic failure to reinstall extension after an uninstallation

Steps to Reproduce

In the Extension Manager:

• Install a given extension (e.g., SearchGrid).
• Uninstall it.
• Reinstall it at the same version or a different version.

Actual Result

Sporadically, the reinstallation does not behave as expected. Instead of an installation plan, the installation initiated after the uninstallation triggers an uninstallation plan. See the attached HTTP response from the installation attempt: extension-log.txt

Observations

• When this situation occurs, it seems that installing / uninstalling / reinstalling any other extension results in the same unexpected behavior.
• When this occurs with an extension, installing the extension on a farm rather than in the current wiki triggers an installation plan as expected.
• After a wiki restart, the extension can be installed as expected in the current wiki.
• The same unexpected behaviour happens sporadically when installing / uninstalling an extension at farm level.
