Pages created from template use the default language, even if other languages are available

Steps to reproduce in a fresh jetty-hsql instance:

1. go to the wiki administration, and change the locale to something else than English (I have used German)
2. go to the Sandbox and click "Create"
3. on the following screen type in any title ans select the template "Article" ("Artikel" in german)

Expected behavior:

• the edit view for the new page shows the content of the german variant of the "Article" template (you can check that such a variant exists in{} Templates.Article.Template.WebHome.)

Actual Behavior:

• the english variant of the template content is shown (even though the page itself is created in the german locale afterwards)

This makes it somewhat awkward for users in non-english wikis to use the default templates (especially as they cannot edit the english variant unless they make the wiki temporarily multi-languge, or delete the other language version.)
