Notification settings have broad CSS that hardcodes color to black

Steps to reproduce:

• Set the color theme to Darkly
• Open the notifications settings on a page

Expected result:

The "?" icon isn't black.

Actual result:

The "?" icon is black on dark gray background:

Further, the CSS rules are so broad that they affect also other UI elements like the required rights UI.
