Page rights access is done in multiple places depending on context

In order to edit page rights, administrator access the page administration via the `More Actions` dropdown:

Then they pick the exact rights they want to edit:

Regular users with edit rights can also edit those rights on those pages. They access this UI through one of the Edit modes though:

1. These user paths are very different. It'd probably better to keep them the same. It was pointed out that the access right edition under advanced edit category feels off.
2. To me at least, it's not clear what kind of right the non admin user edits. Do those rights apply on children too?
