The old action toolbar is visible before the realtime toolbar is loaded

    Description

      The new realtime toolbar introduced by XWIKI-22780 is enhancing the old edit form action toolbar, but there is a small delay which makes the old toolbar visible for a second, causing a disturbing UI flickering.
