Enforce required rights in all pages in XS

    Description

      All pages that are shipped in XS should have required rights enforced, and we should verify this in an automated test on the distribution and a verification step during XAR packaging.

      This issue is about tracking progress towards this goal and implementing the verification. For enabling the enforcing of required rights, individual issues linked to this issue will be created.
