Provide a way to allow triggering data migration at the end of extension upgrade

Currently there's no standard mechanism allowing to trigger data migration whenever an extension is updated. The usecase we're facing today is being able to trigger migration of data from an xclass in v1 upgraded to v2 during an extension update. We should have some standard way for dealing with that kind of usecase.
