Allow xwiki build to publish npm artifacts

    Description

      Currently, xwiki has no mechanism to publish npm artifacts.
      We need to introduce

      1. a mechanism to publish snapshot artifacts on CI builds
      2. a mechanism to reuse them easily for other developments (e.g., cristal) wit the most up to date snapshot artifacts
      3. a mechanism to publish snapshot artifact one release, without human intervention, with version bump etc.
