The XJetty debug option is using very outdated parameters

What is used really only make sense for Java < 1.6 (-Xdebug and -Xnoagent are actually not doing anything anymore), the recommended way to start java debug mode changed quite a lot in more recent version and -Xnoagent now even cause Java 25 to fail to start.
