Implement properly AuthorizationManager#unregister so that it doesn't mess the right cache

    Description

      The API AuthorizationManager#unregister used to mess up the cache rights leading to have to restart the wiki in case of some extensions upgrade.
      Its implementation has been temporarily removed as part of XWIKI-21012, it should be put back with a proper resolution.
