Move the eslint configuration in its own package

Currently, the eslint configuration is located at the root of the xwiki-platform-node sources.
This is not optimal because:

• it make it difficult to use for other packages located outside xwiki-platform-node
• it also make it difficult to reuse for packages located outside xwiki-platform (e.g., cristal, contrib extensions)
