Remote/Local event converters are not registered when installing an extension

DefaultEventConverterManager loads converters at startup, and that's it.

So when you install an extension which have converters, you need to restart.

But more importantly, it will cause the wrong converter to be used when the extension is reloaded (when an extension is upgraded/uninstalled at root level). Which more or less make event converters totally unusable for extensions.

The workaround is to restart every time a JAR extension is upgraded/uninstalled.
