Activity stream is not showing the restore action

Steps to reproduce:

• Add a tag to a page "mytag"
• Delete this page
• Restore it
• Go to the tag's page xwiki/bin/view/Main/Tags?do=viewTag&tag=mytag

Expected result: delete and restore actions are shown in the activity stream.

Actual result: only the delete action is shown.
