Cannot close annotation after declining deletion

Steps to reproduce

1. Go to a page with text content (e.g. Sandbox)
2. Select a word
3. Press CTRL+M, add some annotation text
4. Click 'Add annotation'
5. click on the annotation
6. click on the 'X' button
7. click 'No'
8. try to close the annotation using Esc

Expected results

The annotation closes.

Actual results

The annotation can not be closed.
