New annotation are saved as major version in history

Creating a new annotation is displayed as major version in the history, whereas it is minor for:

• annotations:
  • editing
  • deleting
• comments:
  • creating
  • editing
  • deleting

This inconsistency should be fixed. I propose to solve it by making creating a new annotation a minor version.
