Make the suggest input page object wait for the suggestions matching the typed text before selecting or listing them

Functional tests using a suggest input (page, user, template pickers etc.) have to call waitForSuggestions() or waitForNonTypedSuggestions() after typing and before selecting a suggestion or reading the suggestions, otherwise they may act on the suggestions of a previous query and flicker.

SuggestInputElement should do this wait itself: selectByIndex(), selectByValue(), selectByVisibleText() and getSuggestions() / getSuggestedValues() should wait for the suggestions matching the text typed since the suggestions were last waited for. The explicit waits can then be removed from the tests.
