Upgrade the FOP dependency to a development snapshot

    Description

      The latest release, FOP 0.95, was almost a year ago. The development version includes several fixes that we need, among which:

      • support for max-width and max-height which is needed for scaling down images larger than the page (XWIKI-3533)
      • using the temporary directory for font cache files when the user home is not writable (XWIKI-2593)
