Functions not working / active

Some functions are not working / active.

When testing the editor I noticed that some functions are not active (when you place cursor over them they are not active)

The functions I noticed as being inactive are:

1. Bullets
2. Numbering
3. Indenting
4. Horizontal line
5. Insert new table

I just tried to use these to see if they were working, but unfortunately could not. I did not want to raise them as individual bugs in case they were noted down individually. I checked the existing bugs but didn't see them there. Thanks.
