Users can't change their photos in user profiles

    Description

      When users try to change their user photos, the permission denied page is shown. Only admins can change user photos.

      To reproduce, configure xwiki.cfg for LDAP authentication with synchronization on ervery login.

      Open the user account, click "change my photo".

      The "permission denied" page shows up.
