Link menu takes time to load on IE and allows adding links around block elements, messing up the content

When selecting text and clicking the Link menu in the menu bar, sometimes it seems to take longer to load, and in the mean time the link options are available. This way, the user is able to create links around block (or flow) elements, thus messing up the document.

The Link menu items should be all disabled by default, to avoid such situations.

To reproduce this issue, try selecting two paragraphs or two list items and clicking the link menu.
