Switch from HTTPS to HTTP in a special configuration

In the following configuration using XEM (but this would probably be true of XE):

• front end web server one is HTTPS
• middle web server two is HTTP
• mod proxy to the tomcat

Then the getExternalURL will generate HTTP urls instead of generating HTTPS and this despite of the settings saying "secure" for the Wiki definition.
