Cannot place the caret inside an empty heading

Here are the steps to reproduce:

• edit a new page in Wiki mode
• set the content to:

  before
  
  = =
  
  after
  

• switch to WYSIWYG mode
• try to place the caret on the heading

I can place the caret before and after the heading but not inside so I can't edit the heading.
