Make the color theme parser available as a custom velocity template

Introduced with the Colibri skin in 2.0, color themes are wiki objects, which can (and should) be used by all CSS code, to ensure a common look for all UI elements.

Usage:

#template("colorThemeInit.vm")

Exposes a map called $theme.
