Plugins are initialized twice when installing XWiki the first time

    Description

      Each time the "plugins" property is modified in XWikiPreference (here it's because the whole XWikiPreference new) all the plugins are re-loaded.

      The main issue is that it could make plugin expecting to be called only once create severall daemon thread, starting severall time an external server of something etc...

      IMO this is not good, if we want to suppor "plugins" property at least we should init only the new plugins.
