In "Administration" -> "Groups" Reorganizing the "Add new group" pop-up

I suggest Reorganizing the buttons in the "Add new group" pop-up in "Administration" -> "Groups" so that the pop-up looks more like "Add new user" in "Users":

• add both buttons under the box
• make "Create group" the first button
